Risk Factors:

Factors 1= In 2007, there were 21.4% adults and children who lived below the poverty line as compared to the state percent of 14.3%. Sadly, in 2007 Northampton County poverty rate exceeded the state which revealed that this community is in need for educational opportunities, vocational skills and after school programs. Poverty prevents poor families from obtaining educational resources and it limits their opportunities to engage in social activities due to not being finically stable.

Factors 2= Increase in school drop-out rates limits the child opportunities to receive higher education and stable employment. Furthermore, the attitude the parents have towards receiving an education determines the child motivation for education attainment.

Factors 3= Limited transportation to utilize community programs and services. Many of the children in this county depend on public transportation to engage in school and community services. Due to lack of transportation, it causes the families and youth to struggle to find transportation to receive services and as a result neighborhoods become inadequate to meet the needs of the people.

Factors 4=Poor family’s lack the opportunities to engage and access social, health and community support resources which results to an increase in academic failure (U.S. Department of Education, 2000).

Factors 5=The absence of afterschool programs, educational and culturally activities within the target area for the youths to consume prevents them from having an equal opportunity to engage in higher learning and it eliminates diversity, personal and professional growth. According to the State news (2008) there are over 50% of children who come home after school to an empty house with no adults figures. The target area lacks and needs elementary, middle and high school afterschool programs and educational programs to prevent those children from becoming at risk youths and continuing to contribute to the increase in poverty rates.

Factors 6=The lack of stable employment prevents children from being academically motivated to obtain a high school diploma, associate or college degree. The school drop -out rates for high school is more than 50% in the target area. Furthermore, as displayed in the statistic more student’s drop- out of school and obtain a minimum wage paying job which don’t include medical or dental benefits
